Can An Eligible Professional Receive EHR Incentive Payments From Medicare AND Medicaid?
Eligible Professionals may not receive EHR incentive payments from both Medicare and Medicaid programs in the same year. In the event an EP qualifies for both the Medicare and Medicaid programs, the EP must elect to receive payments from only one program and may switch programs after receiving incentive. This switch can only occur ONCE and not after 2015.
Stage 2 Meaningful Use
Providers who have met Stage 1 for two or three years will need to meet meaningful use Stage 2 criteria in 2014. Again, providers already participating will only need to demonstrate Stage 2 Meaningful Use for a single quarter in 2014.
Do We Need To Conduct a Security Risk Analysis To Demonstrate Meaningful Use?
Conducting or reviewing a security risk analysis to meet the standards of Health Insurance Portability and Accountability Act of 1996 (HIPAA) Security Rule is included in the meaningful use requirements of the Medicare and Medicaid EHR Incentive Programs. Eligible professionals must conduct a security risk analysis in both Stage 1 and Stage 2 of meaningful use to ensure the privacy and security of their patients’ protected health information.

Medicare Fee Schedule Penalties Coming in 2015
Medicare eligible providers (EPs) who do not demonstrate Meaningful Use in the 2014 calendar year will be subject to a 1% payment reduction on their 2015 Medicare fee schedule. This payment reduction increases annually for each year that the EP fails to demonstrate Meaningful Use (up to a maximum of 5%).
How Long Do I Need To Demonstrate Meaningful Use in 2014?
For 2014 ONLY, all providers (regardless of stage or number of years having already participated) will only need to demonstrate Meaningful Use for a consecutive 90 day period in the calendar year.
- For calendar year 2014 if the provider is past the first Meaningful Use participation year – The provider must select a 3-month reporting period fixed to the quarter of the calendar year (e.g. Jan – Mar, Apr – Jun, Jul – Sep, Oct – Dec).
- For calendar year 2014 for first year Meaningful Use reporting – Medicare eligible professionals may select any 90 day reporting period in 2014.

Yes! You MUST be registered for Meaningful Use in order to participate in the incentive program. If you are not registered (or are not sure), please visit CMS.

Medicaid Eligible Providers FAQ
The first participation year – Adopt, Implement, Upgrade (AIU) to a Certified EHR Technology. There is no EHR reporting period for the first year; however, Physicians, Nurse Practitioners and Physician Assistants must meet the 30% Medicaid patient volume threshold to qualify.
Pediatricians are at a 20% patient volume threshold. Subsequent years are subject to a reporting period as defined by the individual state.
